Dr. Simon Bell ist von einem Förster zum Landschaftsarchitekten geworden. Er interessiert sich für Aspekte der weiteren Landschaft, wie Wälder, ländliche und wilde Landschaften sowie die periurbane Zone. Dazu gehören Planungs- und Gestaltungsaspekte, Waldlandschaftsästhetik, städtische Forstwirtschaft, städtische Blauräume, Erholung im Freien und die gesundheitlichen und wohltuenden Vorteile des Kontakts mit der Natur in solchen Gebieten. Simon studierte Forstwirtschaft an der University of Wales, Bangor (heute Bangor University), Landschaftsarchitektur an der University of Edinburgh und promovierte in Landschaftsarchitektur an der Estnischen Universität für Biowissenschaften, wo er auch Vorsitzender und Leiter der Abteilung ist der Landschaftsarchitektur.

Vor der akademischen Laufbahn arbeitete Simon 20 Jahre lang für die Forstbehörde und beendete seine Zeit dort als Cheflandschaftsarchitekt. Er hat in ganz Großbritannien und auch ausgiebig an forstwirtschaftlichen Designprojekten und als Trainer in Kanada und den USA sowie in Irland, Finnland und den baltischen Staaten gearbeitet. Als er privat als Landschaftsarchitekt praktizierte, arbeitete er an vielen Gestaltungsplänen für Waldlandschaften für die Forestry Commission und für private Forstunternehmen in Schottland. Er arbeitete an der Regeneration des Caledonian Forest in Glenfeshie für das Glenfeshie Estate im Cairngorms National Park und entwarf ausgedehnte neue Wälder wie Victory Wood in Kent, Heartwood Forest in Hertfordshire (ebenfalls mit einem einheimischen Baumarboretum), Queen Elizabeth II Diamond Jubilee Wood in Leicestershire und das Gedenkwaldgebiet des Ersten Weltkriegs in Surrey, alles für den Woodland Trust.

Er ist Professor an der Lettischen Universität für Biowissenschaften und war Gastprofessor an der Warschauer Universität für Biowissenschaften. Seit mehreren Jahren Gastprofessor am Harbin Institute of Technology in Harbin, China.

Von 2012 bis 2018 war Simon Präsident des European Council of Landscape Architecture Schools (ECLAS). Dieses Gremium vertritt die Interessen von Landschaftsarchitekturpädagogen und -forschern, hält eine renommierte jährliche Konferenz ab, vergibt Preise für Lehre und Forschung und besitzt das Journal of Landscape Architecture.
