Megh Goyal è un ingegnere e professore a Porto Rico e un pastore metodista. È stato chiamato il padre dell'ingegneria dell'irrigazione a Porto Rico. Goyal ha conseguito il diploma di scuola superiore presso la Prem Sabha High School di Sangrur; laurea laurea in Ingegneria Agraria presso la Punjab Agricultural University, Ludhiana - India; M.Sc. laurea (1977) e dottorato di ricerca. Goyal ha lavorato come ispettore per la conservazione del suolo, assistente di ricerca e docente presso la Haryana Agricultural University, ricercatore associato presso la Ohio State University e ricercatore ingegnere agricolo presso la Agricultural Experiment Station dell'Università di Puerto Rico - Mayaguez Campus. È stato il primo ingegnere agrario a ricevere una licenza professionale in ingegneria agraria nel 1971, dall'Institution of Engineers (India) e nel 1986, dal College of Engineers & Surveyors di Porto Rico. Per il suo lavoro pionieristico sulla microirrigazione, è conosciuto come "l'uomo dell'irrigazione a goccia" a Porto Rico.
Goyal è attualmente un professore in pensione di ingegneria agraria e ingegneria biomedica presso il College of Engineering dell'Università di Porto Rico

Closed circuit trickle irrigation is a form of micro irrigation that increases energy and water efficiency by using closed circuit drip irrigation systems designs. Modifications are made to traditional micro irrigation methods to reduce some of the problems and constraints, such as low compressor water at the end of irrigation lines. This approach has proved successful for the irrigation of fruit trees and some vegetable and field crops. Closed circuits of drip irrigation systems require about half of the water needed by sprinkler or surface irrigation. Lower operating pressures and flow rates result in reduced energy costs, and a higher degree of water control is attainable as well. Plants can be supplied with more precise amounts of water, and disease and insect damage is reduced because plant foliage stays dry. Fertilizers can also be applied through this type of system, which can result in a reduction of fertilizer and fertilizer costs.
